WeChat Pay has recently announced a preferential campaign targeting the payments using international bank cards.

International bank card users who link their cards to WeChat Pay for the first time are each eligible for a full waiver of the 3% transaction fee on daily transactions under CNY 1,000 for 60 consecutive days starting from their first transactions, with a maximum saving of CNY 30 per transaction.

For all international bank card users, every single transaction under CNY 200 is eligible for an exemption from the 3% transaction fee.

10 years ago, many banks will accept tourist visa. Then they refused and only certain visa. So may be now they accept tourist visa again.

Not all.
They actually rejected an angmo with tourist visa when we were there.
Also, my SG friend having hard time opening too.

Which bank?

Try different banks. Their seem to have different criteria, some may accept and some don't.

ICBC.
He did manage to open with CCB at the end.

"Smaller" bank may be more lenient. I know a case whereby BoC wouldn't but another OK.

Is ICBC China and ICBC Malaysia system linked?

BoC for foreigners useless. They mention no debit card. Tried few branches same answer.

Have your relative use the China debit card and Alipay or Wechat Pay OUTSIDE of China? Do they work?

going with air asia and back with china airline..

Have not tried yet as the purpose for debit card is for domestic consumption in China.
For Alipay, tried to use once before in HK, but got error saying it's for Mainland Citizens only.

Wechat pay not tested yet.

he also didn't know....reached china, one if his CE powerbank is confiscated...left his other CCC powerbank can go through

so it means it's already in effect so don't risk bringing CE powerbank omboard unless u want it confiscated

I got my Ugreen 25000 confiscated during departure. First day when the law was enacted. No choice - nothing much can be done. Even courier company also not accepting power bank.

Same. As long as you're in China all powerbanks need to be CCC certified.
Even flying back KUL from Shenzhen also need pass through security, where powerbank they'll check.

cuz i plan to bring one and then just throw that and buy another CCC in china..

KUL AA go China no issue.
Issue is only when departing from China.
