Item from china by .my seller. Seller has been active everyday though. Maybe no time to entertain china stock and expect system to auto cancel? Any penalty for seller? By the way, item is not urgent, so I am OK with refund.
I think depends on the seller & courier. e.g. I order from a quite good rating seller from China with <xxx>.my name also. I presume they register local .my (correct me if I'm wrong)

The estimated delivery from Shopee system is 19-Apr
So I would say depending on seller & courier in China + Malaysia, it can work pretty well even under MCO when ordering from China.
The above is just one example. Recently I placed quite a few orders from local MY and China delivery. Touch wood, so far all no problem, all arrived within expectation. A few still in progress as ordered later.
One thing I notice is from processing To Ship, it can take 3-5 days before the status change/updated. Seller back to back order ?

Or waiting delivery guy to come pickup from seller's home/shop/office/warehouse ?
