mcc is assigned by the acquirer bank WHEN you apply for the terminal/service with the bank.

when a card payment is transacted, the money doesnt go into your/merchant's bank account directly. it's being held by the acquirer bank before transfer to you/merchant (net after deducting relevant fees). this is direct connection to the bank (as far as pos/eftpos is concern).

during registration/KYC, bank require you to disclose your NATURE OF BUSINESS. they need to know whether your "business" is legit or high-risk, not selling prohibited items (drugs, weapons, etc).

from the NATURE OF BUSINESS that you disclose, the bank assign the relevant MCC to you/your account. This MCC is configured to the terminal that you acquire when setting up your business.

from your example, yes, different businesses will carry different MCC. except for ewallet, there is no specific single MCC that can be definitively used to define ewallet business. each acquirer bank treats it differently, which is why you see some ewallet services (tng ewallet, bigpay, boost) swings their MCC differently (in the early days) depending on how they are connecting with the payment gateways <-> acquirer banks.

qrpay cannot use card to reload, right? so, for now, it's irrelevant to them.

probably the following combination:

1) lazy
2) clueless
3) avoidance
4) directionless

that's why i was curious and asked them --- how do they intend to define and detect "ewallet"

exclusion can be few ways:

by merchant description: boost, grabpay, bigpay, etc ---more accurate
by mcc --not accurate as it may exclude other valid merchants, unless maybank studied their list of merchants tied to a specific mcc and deemed acceptable
by merchant name -- not accurate either
or combination of any above

ask maybank, not bigpay
