Over the next few days, I used BP (and M2C AMEX on weekends) for most of my expenses. I was lucky that following my arrival in JP, MYR appreciates and got a better rate as the week went by.
Amex rates was around 3.788 (i checked in my M2U) during my trip.
For BP, lowest was 3.691, highest 3.715 (with two more transactions pending).
Generally, Amex is about 2.5% higher (as per their T&C) but the weekend rebate n TP of 6.25% (6.2? after the TP revision) has the better advantage than BP.
Withdrawing overseas is probably better, if you are withdrawing a big amount. Else, money changer back in MY has good rates for smaller amount, like my trip to HK. However, some users might like to use BP to withdraw if the cashback from CC topup > the RM10 withdrawal fee.
That's my field report on using BP overseas.

There is another CIMB ATM at KL Central that can dispense RM 3,000 though. It is opposite Bank Islam where there is a few CIMB ATM machines, one of the corner one having a note stating only dispenses RM 50 and RM 100
