For local contents especially Malay, Astro is still king. And while there are some that might pop up here and there (Viu did produce Nenek Bongkok Tiga last year), usually Astro will sublicense them as well, so if you don't have a streaming service, you can still watch it on Astro. The previously mentioned Nenek Bongkok Tiga series was shown on both Viu and Astro Ria.
And in-house contents does not solely means dramas. They can also encompass variety shows, especially live ones. And talking to my Malay colleagues, they really do follow shows like Gegar Vaganza, Maharaja Lawak, Spontan, etc. One of my colleague who uses nJoi would pay up to get RIA so that his wife can watch Gegar Vaganza whenever it's on air.
And sometimes you need to remember, in this bubble of this forum, people are mostly tech literate, and would have decent internet at home or fast data on their phone. But I can assure you, even living and working in KL there are a lot of my Malay colleagues who don't even have an ISP at home, and rely on 10/20GB of phone data when they want to use internet at home. For some, it's not even a choice. When you buy a cheap house in the middle of a Selangor village, sometimes ISP don't even offer any fibre yet at that area. So Astro, which don't rely on internet, works even in the most rural of area, and have all those TV shows that caters to your group, it's a no brainer.
