Astro has been using proprietary OS for its set-top-boxes, hence whatever apps they want to include in the box, is entirely up to them, provided the box can properly supports it.
So sideloading apps like what you can do on those Android TV boxes, shouldn't come into picture.

Yeah, there are new technology. But just because they are, does not mean it will be immediately picked up and be used. Even HEVC took nearly a decade before it's widely used. And that does not include those "future" codecs that's are widely touted to be the future, but ended up not even been used. Remember VP9? It was said to be the future since it's royalty free, but nobody ended up using it.
Btw, YouTube did generalise the use of VP9 video codec in the past though... But of course in recent years, they've mainly uses AV1 now.
If Astro would to use AV1, I can imagine they will need to upgrade a lot of their hardware encoding related stuff, plus I don't think their current Ulti/Ultra Box supports AV1 anyway.
And looking for money is something that Astro is more eager to look at, compared to the use of latest video codec.
