Same neighborhoods and streets also play DOUBLED STANDARDS?
But quite can sure that those get this year UPGRADE is because they just accepted RM10 upgrades earlier, while those next year upgrades was refused to pay extra upgrades...

Actually it's depend your area is HSBB2 or SUBB, for those HSBB and SUBB most likely is upgraded from ADSL to VDSL.
HSBB2 seem mostly is install with FTTH infra.
