4790k overclocked would really be the borderline now with playability without much stutter (for now). I got stutters with my 6600k.For me on the 60fps monitor part, you should get at least a high refresh rate monitor or one with gsync since this is nvidia's thread. Running lets say 55fps on 60Hz monitor(without gsync) isn't as smooth as running 55fps on 144Hz monitor (even without gsync), simply because on 144Hz monitor the display refresh many more times compared to 60Hz monitor, so screen tearing and overall smoothness is so much better on the 144Hz monitor.
DLSS renders the game at lower resolution than the monitor is set to, so that means CPU bottlenecks more
I know because I'm in the same dilemma for my weak CPU.
