So your PSU has 2 PCIE power slots right, you might want to check the cables that came with the PSU. What youre looking for is the PCIE cable that splits to two 8 or 6+2 pins. Most mid range to high end PSUs have 2 PCIE cables and each cable splits to two 8 pins for a total of 24 pins.

So 1 PCIE cable would be direct from the PSU to 1 GPU power slot as you called it, while the other 2 power slot would be occupied with a single PCIE cable from the PSU that splits to two 8/6+2 pins.

1. psu single rail doesnt matter
2. the issue is not power delivery but the quality of cable in handling the heat..

Not a fanboy of any brand , but that "strix" quality is just a myth . TUF , Strix , they are all just marketing term . I've used ROG strix 1070 , TUF monitor before, in the end it really doesn't matter and not particularly more premium .

For me I just get whatever available now and not too be fussy on it . As long as it works decently . Gonna upgrade in a few years time anyway

3360 is da price. its the price being sold. heck its the price i paid.
low/mid end strix aint da same as higher end card flagship cards.

so yeah be ignorant at your choosing. even when ppl tell u the difference. even hardware unbox dude couldnt belief they are selling this card at this price point..

da current TUF is nuts at this prive point. Put a 3rd pcie, 2080ti strix cooler. and its still strix quality.

anyway one will be in my hand before 9pm. so will judge as a 2080ti ex user on a properly tuned rig.
