it's a 2 separate matters.
5% surcharge by merchant was because the merchant itself refused to aborb the cc fee themselves, and passed to customers. 5% is on the high side, usually 1-3%.
they can do that, in fact it's a BAD PRACTICE to do it because they are not supposed to pass down the fee to customers, per their cc agreement.
we cant do much except complaint it to respective cc rep (visa/mastercard/amex) for merchant's violation. however, they cannot get rid of it entirely.
as a smart consumer, you can try go search other places without surcharge imposed. do not support the malpractices.
converting to 0% 12mth is called easypay plus (conversion after purchase). there is a small fee for the conversion.
