Chinese yard #CIMC Raffles has emerged as the front-runner for the provision of a floating production, storage and offloading vessel for Malaysia’s #MISC that is destined for Petrobras’ giant Mero field in the Santos basin pre-salt province offshore Brazil.

At least three sources informed that CIMC Raffles in Yantai city, in northern China’s Shandong province, has entered into exclusive discussions with MISC after it offered a very competitive price for the Mero-3 floater, a counter-offer that overturned the bid made by Huangpu Wenchong Shipbuilding Industry in southern China’s Guangdong province.

The #Mero3 tender had attracted bids from Huangpu Wenchong yard in alliance with Zhuhai Jutal, China Merchants Heavy Industry, Cosco Shipping Heavy Industry and Bomesc Offshore Engineering with Xingang Shipbuilding Industry.

MISC earlier informed: “The selection of a yard as MISC’s subcontractor for the Mero-3 project is undertaken via a tender process in accordance with MISC’s policies & procedures.

“MISC is still in the midst of this process and a decision to award to the successful bidder will be made in due course.”

The workscope covers the delivery of the FPSO including hull and topsides. Sources said MISC has also just completed the tender for the floater’s mooring system.

#Petronas is keeping alive the proposed Kelidang deep-water gas project off #Brunei with innovative thinking on a potential development concept. It also said the contract could be worth up to $500 million.

There was limited activity in 2019 and 2020 on the project — which has been on hold for some time — although it is understood that engineering work was done in continuation of pre-FEED work performed by Norway's #AkerSolutions.

Petronas has been sounding out select oilfield services players about an appropriate solution for the main production facility at Kelidang, said contracting sources.

One of those options is based on a so-called “i-hub” concept that has been employed with success elsewhere, including in the US Gulf. The concept involves the use of a leased existing asset secured on an EPCI basis.

There is also a move under way to identify available floating production units that could be tailored for Kelidang, said sources.

Petronas has previously put out market enquiries for a leased floating production unit — either a newbuild or conversion — for Kelidang.

The field development plan will require up to six subsea trees that will be installed in WD of around 2000 metres and linked to the floater, which could be a semi-submersible production platform or a FPSO.
