Nowadays overwhelming majority of personal/private calls are made from mobile phones and 1300 /1800 numbers get charged more on mobile? Most telcos say that bundled minutes cannot be used for 1300 and 1800, and they charge A LOT for calling those numbers
why don't they use normal number like 03 or 01X since it's cheaper for customers to call?

Few Toll free numbers uses your cell phone minutes when you call. The cell phone carriers don't care who or what you're calling. The second your phone starts dialing out, your minutes are ticking away. When you place a call (even to a toll free number) you're using your provider's service, tower, etc.

Always try to look for local numbers, for example they say if calling overseas, call 03XXXXXXX , you can actually use that number even from Malaysia, and they charge as ordinary call

You are right. Toll free and local call charge if you call using TM line. Using cellphone? Forget it. That is why I still have regular phone ... but how many time I call these number?

The number is easy to remember, marketing can use it to their advantage easily, the number can be used no matter where the office location is, the number is the same for all the service available to the customers.

Also, no other countries specifically didnt charge toll free number, except for landline. That is very much dependent on their telco policies

These toll free and local rate numbers are to make customers happy not to burdened by call charge. Imagine you call and the machine play music and listen to ads. Ask you to press this and that number and waiting for a person to pick up the phone.

For call through cellphone, better use normal number but many companies do not even provide the number to call

You can always make 03 numbers easy to remember too, like using company name or string of consecutive numbers like 1234 or same numbers
For out of state you can still call by adding the appropriate prefix like 04 , 05 etc
03 numbers is also same, just that if you're calling from KL you can omit the 03

Depends on telcos. Mine normal numbers have bundle, I never finish them so I never get charged for normal calls
Special calls to 1300 and 1800 depends on telcos, mine 30 sen per minute

Companies large enough to have 1300 numbers won't relocate that often. I think they are ways to connect your calls even after you relocate

in the days long before handphones were popular n when the land line was king, the toll free n 1300 numbers were likely marketing tools to get customers call companies in the service sector eg. retail or food or hospitality or insurance, etc. to get further information on their products without having to pay for the call or at the cost of a local call even when calling from outstation.

Yes there is, but that will just add more hassle to bridge the connection. 1 number to all is the easiest way to go.

Each local call is charged at 8 sen for the first 2 minutes or part thereof and 4 sen for each subsequent minute or part thereof. Example: Local call being made for 3.5 minutes - total charges : 8 + 4 + 4 = 16 sen.

I use Unifi and add RM20 extra for unlimited call throughout TM network. It also comes with 600min worth free call (I think this include international call as well)

Using cellphone, the rate depends on the company or organization you call. There is no fixed rate I believe.

Not sure if this 1 300 charge still valid but this is how it was in 2013 See the difference in charge. The problem is they never said how much it will cost you
