Why do companies use 1300 / toll free numbers?

These toll free and local rate numbers are to make customers happy not to burdened by call charge. Imagine you call and the machine play music and listen to ads. Ask you to press this and that number and waiting for a person to pick up the phone. For call through cellphone, better use normal number but many companies do not even provide the number to call
