Few Toll free numbers uses your cell phone minutes when you call. The cell phone carriers don't care who or what you're calling. The second your phone starts dialing out, your minutes are ticking away. When you place a call (even to a toll free number) you're using your provider's service, tower, etc.

The number is easy to remember, marketing can use it to their advantage easily, the number can be used no matter where the office location is, the number is the same for all the service available to the customers.

Also, no other countries specifically didnt charge toll free number, except for landline. That is very much dependent on their telco policies

These toll free and local rate numbers are to make customers happy not to burdened by call charge. Imagine you call and the machine play music and listen to ads. Ask you to press this and that number and waiting for a person to pick up the phone.

For call through cellphone, better use normal number but many companies do not even provide the number to call 

how much are those special charge actually? nowadays most ppl dont bother to konect house phones

the number can be used no matter where the office location is. Can the 03,04,05 or whatever those localized number be used after you relocate your office to another state?

in the days long before handphones were popular n when the land line was king, the toll free n 1300 numbers were likely marketing tools to get customers call  companies in the service sector eg. retail or food or hospitality or insurance, etc. to get further information on their products without having to pay for the call or at the cost of a local call even when calling from outstation.
