Not all the credit card issuers provide this convenience, maybe Maybank and PB only.
There are some BNM's rules that the credit card issuers must comply, eg CCs from max 2 issuers if annual income <RM36k; blacklisted persons, those under AKPK etc. And pledging FD is not FOC, maybe subject to 0.5% stamp duty, but at the end the card centre may not approve the arrangement!

AND you need to spend a few hundred RM for documents and stamp duty (0.5% of credit facility).

No need but exact amount, you cannot ask for full-tank then pay/adjust later.

At pump Yes. It is the solution for Full-tank as you may pump any amount up to RM200/RM250.

Not really a big issue. The fund is held for a few days only and the settlement amount will appear only for interest calculation.

I got my OCBC Titanium in October 2010 though SST was RM50.
Enjoying 5%/1% CB in the first 3 years, then 1% CB for 2 years.
Gave up when CB dropped to 0.1%.

If Unionpay debit card (with MyDebit), then almost everywhere in Malaysia.
If Unionpay credit card, quite a lot of merchants accept now for the convenience of tourists from China.
Unionpay users > Visa+MasterCard combined.
