My friend, Rome wasn't built in a day. The HSBB2/SUBB would take 10 years from 2015, but most of the works will be completed by 2019 (when "double speed, half price" may happen due to capital investment). If your area is not covered after 2025, you are the very unfortunate few percent of population!
