Katanya, sejak 20 tahun lalu, FA -18 D Hornet telah terlibat melaksanakan pelbagai misi penting yang dipertanggungjawabkan kepada NO 18 Skuadron TUDM.



“Pesawat ini akan ditarif sebagai matang, bukan pesawat usang dan mampu digunakan dalam tempoh 18 tahun lagi,” katanya ketika berucap pada majlis sambutan NO 18 Skuadron di Terminal Udara Butterworth di sini hari ini.

Malaysian Armed Forces MAF senior commanders with unique pedigree

The Malaysian Army stands to gain handsomely from the unique pedigree of its Chief of Army, General Dato' Sri Zulkiple bin Haji Kassim, as it shapes up for future defence challenges.

Zulkiple is one of the few officers who have risen to the Malaysian Army's pinnacle position of Panglima Tentera Darat (PTD) whose career history counts experience at both parachute and mechanised infantry units.

But Zulkiple's unique pedigree does not stem from army units he led as he moved up the ranks. Instead, it is Zulkiple's tenure leading airborne and mechanised infantry units during their formative years that is noteworthy.

Zulkiple was Commanding Officer of Batalion ke-17 Rejimen Askar Melayu Diraja (Para) in 1994. That same year, then Malaysian Prime Minister Mahathir Mohamed redesignated Briged 10 Infantri Malaysia as 10 Briged (Para) as a nod to the unit's elite status as the army's Pasukan Atugerak Cepat (PAC, which means Rapid Deployment Force).

In 2003, Zulkiple was appointed commander of the Pahang-based Briged Keempat Infantri Malaysia (Mekanize). His posting took place at a time when the Malaysian Army's first mechanised infantry brigade was making inroads into transforming infantry battalions into fully mechanised units, with concept of operations (CONOPS) being formulated for fighting units equipped with tracked and wheeled armoured personnel carriers.

Leading these units during the formative stages of new CONOPS has earned Zulkiple a perspective that few others can match. This is because he would have seen, firsthand, the conceptualisation, implementation and refinement of new ways of fighting.

Along the way, Zulkiple would have been appraised of the thinking underlying the PAC and Mekanize fighting concepts, as well as the upsides and downsides to various courses of action. In so doing, Zulkiple would have been put through the intellectual process whereby strengths and weaknesses of shaping and deploying Para and Mekanize units for certain missions were discussed, role played and then operationalised from initial operational capability to full operational capability. If you have spoken to senior Angkatan Tentera Malaysia (ATM, Malaysian Armed Forces) commanders, you will realise their CONOPS formulation is not without intellectual rigour.

This is about as close to knowing thyself as one could ask for. And this is why Senang Diri is of the view Zulkiple has a unique pedigree.

Over at Markas Tentera Udara Diraja Malaysia (TUDM), the career history of the current Panglima Tentera Udara (PTU), General Dato' Sri Hj Affendi bin Buang, has also charted an interesting trajectory.

In his younger days, Affendi flew the A-4PTM Skyhawk fighter-bomber as operational pilot and was an instructor on the type before transiting to the MiG-29 TUDM Technical Team in 1994. He is recognised as one of the pioneers who introduced the MiG-29 into service and was one of the founding members of the "Smokey Bandits" MiG-29 aerobatic display team during his tenure commanding 17/19 Skuadron, which flew the type.

As TUDM Director General for Operations and Exercises during Cope Taufan 2014, Affendi earned a unique perspective working in partnership with the United States Air Force (USAF) to plan and execute the war games. This serial of Cope Taufan made the news as it marked the first USAF deployment of the F-22 Raptor to Southeast Asia. During Cope Taufan 2014, TUDM pilots flew with and against F-15s and F-22s during dissimilar air combat training (DACT), gaining invaluable insights as a result.

What's more, Affendi's term as Panglima Angkatan Bersama (Joint Force Commander) and Panglima Operasi Udara (TUDM Chief of Air Operations) involved planning for Eksesais Paradise 2/2015.

Affendi therefore knows the ethos and thinking behind the Paradise deployment as he has seen TUDM practice its movement across the South China Sea for out-of-base operations. Senang Diri had previously written about Eks Paradise and its role in sharpening TUDM's ability to cross deploy to Sabah and Sarawak quickly should Malaysian air warfare planners deem a strategic pivot necessary.

South of the Causeway, how have things turned out on the leadership front?

The Singapore Army's leadership development has been affected somewhat by political factors.

In March 2011, the Singapore Army had to backfill leadership appointments left vacant after then Chief of Army (COA), Major-General Chan Chun Sing, and Commander Training and Doctrine Command (TRADOC), Brigadier-General Tan Chuan-Jin, resigned to enter politics. Within a span of weeks, the Singapore Army had lost two senior commanders.

What happened next was unprecedented. We witnessed a general who had hung up his uniform for the Admin service, Brigadier-General Ravinder Singh, recalled for duty as COA. Singh left the SAF a second time in 2014 with the rank of Major-General.

At the time, the Singapore Army's carefully-curated succession plans were thrown off-track, albeit temporarily.

With 20/20 hindsight, Singh's tenure as COA did not disappointment.

Interestingly, the wide range of experience amassed by Zulkiple and Affendi was enabled by their longer military career. Zulkiple is 58 years old and Affendi, 55 years of age. This makes the two Malaysian Service chiefs much older than their SAF counterparts. But the ATM's approach to leadership development is different from the SAF's. Correspondingly, the result of a longer career runway is wider exposure to a range of experiences and, in the individuals cited, greater depth in professional knowledge.

The lesson here is that the Malaysian Armed Forces does not stand still when it comes to transforming the armed forces to place it in a stronger position to execute its mission. And it would be a grave strategic mistake for anyone to underestimate their potential, resolve or ability to do what they need to do.

As one Malaysian observer put it:"The last round of senior promotions has elevated officers who are aggressive and with strong operational background. Since their elevation, they have pushed their men hard to improve readiness and increase competency to compensate for the tight equipment budgets."

Thailand has bought eight additional T-50TH Golden Eagle advanced jet trainers from Korea Aerospace Industries (KAI), with an approximate $260 million government-to-government contract signed on 30 July.

The purchase had been earlier approved by the Thai cabinet on 11 July. KAI said the first two aircraft would be delivered in November 2019 and the remainder by May 2020.

AVM Pongsak Semachai revealed that the aircraft would be paid for over a three-year period.

The kingdom purchased four T-50 jets in a September 2015 deal worth $110 million. These are due to be delivered to the Royal Thai Air Force (RTAF) by mid-2018 and will be operated by Wing 4 based at Takhli Air Base in Nakhon Sawan. Six pilots are currently undergoing training on the new platform.

Specifications about the RTAF’s T-50s are scant, but they are expected to feature an Elbit Systems ELM-2032 fire control radar, the ability to carry armaments and future provision for a Link 16 data link.

Navy's first 3D printed submarine



The US Navy has 3D printed a prototype submarine hull at the Oak Ridge National Lab in Tennessee. It could be in service by 2019. The departments of Defense and Energy collaborated on the project.

Razak Baginda was charged in France on Jul 18 with "active and passive complicity in corruption" and "misappropriation of corporate assets", the French judicial source said.
Four French defence industry executives have already been charged since the investigation began.
They are two former chairmen of DCNI, Philippe Japiot and Dominique Castellan, and two former heads of Thint Asia, Bernard Baiocco and Jean-Paul Perrier.
All four men deny the charges against them.

The French investigators are also looking into allegations that €114 million was paid to a purported Malaysia-based shell company, Perimekar, as part of the deal. That company was controlled at the time by Razak Baginda's wife.

However, that payment is likely to ultimately fall outside the jurisdiction of the investigation because it was not made to a French company.
The affair emerged spectacularly in 2006, when Abdul Razak's Mongolian mistress - who was said to have demanded a payoff for working as a language translator in the deal - was shot dead and her body blown up with plastic explosives near Kuala Lumpur.

A Malaysian court later cleared Abdul Razak of abetting the murder, sparking an outcry and opposition allegations of a cover-up.

Najib Razak, the prime minister, is currently embroiled in a money-laundering scandal involving his country's state economic development fund 1MDB that he founded.

The Royal Air Force of Oman has taken delivery of its first Hawk advanced jet trainer aircraft.

The two Mark 166 aircraft arrived at Masirah Air Base on July 29th and will now prepare pilots for life in the cockpit of its fast jet fleet, which now includes the Eurofighter Typhoon.

The aircraft were the first batch of Hawks which will be delivered to the Sultanate over the coming months as part of an order placed in December 2012.

An avionics upgrade will enable France's Boeing E-3F airborne warning and control system (AWACS) fleet to remain operationally relevant until at least 2035, the nation's DGA defence procurement agency says.

In operational use since 1992, the French air force's four E-3Fs are to have their analogue cockpits replaced with a digital flight deck featuring five full-colour multifunction displays, DGA says. The modernisation activity also will introduce a digital autopilot capability for the CFM International CFM56-powered type.

The upgrade programme will enable the aircraft to remain compliant with current and emerging air traffic control and navigation requirements, and enable the French air force to reduce its in-cockpit flightcrew from four to three.

The Thai Chief of Defence Forces General (GEN) Surapong Suwana-adth was conferred Singapore's highest military award, the Darjah Utama Bakti Cemerlang (Tentera) [Distinguished Service Order (Military)], by President Dr Tony Tan at the Istana this afternoon.

GEN Surapong was conferred the award for his significant contributions in enhancing the close and long-standing defence relations between the Royal Thai Armed Forces and the SAF.

Republic of Singapore Air Force to train in New Zealand: NZ official

SINGAPORE: The Royal New Zealand Air Force (RNZAF) will host a Republic of Singapore Air Force (RSAF) flying training exercise from Aug 30 to Sep 25, New Zealand Defence Minister Mark Mitchell said on Wednesday (Aug 2).

In a media release, Mr Mitchell said the training exercise will be held at New Zealand's Ohakea Air Force base, the country's third largest airfield.
The deployment will include six F-16D+ fighter jets, about 110 personnel and associated support equipment, Mr Mitchell said. The contingent will be based in Ohakea, but will carry out training missions throughout New Zealand, including day and night flying, using the country's air weapons ranges and conducting other training at both high and low altitude.
“Singapore is one of our closest defence partners. All three Services of the New Zealand Defence Force regularly train and exercise with their Singaporean counterparts, and it will be a pleasure to welcome this group to New Zealand,” Mr Mitchell said.


“Our two countries have an active agreement to explore opportunities for further military co-operation and training and this exercise aligns perfectly with that.”
Singapore has also asked the New Zealand government to consider accommodating F-15SG fighter jet training at Ohakea long-term, the New Zealand defence minister said.

“At the moment both countries are carrying out a range of studies to enable everyone to make an informed decision on a possible proposal. But we have similar values and it could be a good fit," Mr Mitchell said.
“This exercise is timely, in that it will provide valuable data for the process and how basing F15s at Ohakea might work for our Air Force."
Singapore's Ministry of Defence (MINDEF) said in February that the Singapore Armed Forces was conducting "preliminary discussions and feasibility studies with the New Zealand Defence Force on possible deployment of RSAF aircraft for pilot training in New Zealand".

"New Zealand and Singapore are close defence partners, and share a long history of operational and training cooperation. Overseas flying training in New Zealand will provide opportunities for both sides to enhance defence cooperation and people-to-people ties between our militaries," MINDEF said in a reply to media queries, dated Feb 28.

Daewoo Shipbuilding and Marine Engineering delivered its first navy submarine to the Indonesian government Wednesday. This is the first submarine exported by a Korean company.

The attack submarine was handed over to Indonesia’s Ministry of Defense at DSME’s shipyard in Geoje, South Gyeongsang. Named Nagapasa after a weapon in Hindu mythology, it is one of three navy submarines from a deal DSME made with the Indonesian government in 2011. The deal is worth $1.1 billion, equivalent to exporting around 73,000 sedans from domestic brands.

The Nagapasa is an upgrade of the Chang Bogo-class submarines that Korea originally acquired from Germany in 1988. The achievement is notable not only for the company, but also for Korea, which became the fifth submarine-exporting country in the world, following England, France, Russia and Germany. Korea is the first country to export submarines that did not develop the technology independently.
