RX1060 6GB would be around RM 400 cheaper than RM580 8GB

I dont think any issue with running multiple bluestack, but you might want to push ram to 8GB for smoothness

If you want an ultra budget solution, just reuse any computer from the past 5 years, add a GT1030 would probably be ok.
But unsure if it will last another 3-5 years like you wanted.
