No need to cooldown engine - but some people do though. Same with warming up engine, you don't need to wait long, and just drive off slowly. For city driving, your fuel consumption is quite normal.
Anyway, my amended statement:
1. Short commutes will worsen FC and long commutes improve FC
2. Keeping engine rev below 2,500rpm during acceleration and below 2,000 rpm while cruising will improve FC
3. Hilly areas - going uphill and downhill often will worsen FC
4. Driving below 70km/h on average, will worsen FC - target speeds should be between 80-110km/h whenever possible without hard acceleration, or braking often.
5. Keeping your trunk filled with stuff will worsen FC (more mass to move the car)
6. Bad jams, will always ALWAYS worsen your FC
