All X370/X470/B450 boards will do Ryzen 3000 series, and some B350 boards will do as well. The reason why not all AM4 boards can support Ryzen 3000 is due to the fact that the onboard BIOS chip does not have sufficient space for the new CPU microcode icon_idea.gif

1. Answering your PCI-E 4.0 question - no, you'll likely won't need PCI-E 4.0 unless you want to use PCI-E 4.0 SSDs. Even a RTX 2080 Ti only suffers from small bottlenecks moving from 3.0 x16 to 3.0 x4:

So yes, a X470 chipset will do just fine - just make sure you get one with a decent VRM onboard icon_idea.gif

2. Not too sure on RAM
3. Depends how much you want to overclock - do make sure that other parts such as the VRM stays cool as well icon_idea.gif

Unless you want PCI-E 4.0 SSDs, for most users you can just settle with a PCI-E 3.x board (B450/X470) icon_idea.gif

Even the RTX 2080 Ti barely saturates a PCI-E 3.0 x4 link icon_idea.gif
