it is not necessarily true. it depends on which type of Baseband equipment they deployed. Most equipment the processing unit are shared between LTE and 3G users, which mean they share resources provided by the same baseband radio unit.

this is of course, is vendor-specific.

in simple words, both users from 3G and LTE can affect each other.
