 Data Roaming Problem with Celcom <IMPORTANT>, being charged even if data is not on

Guys, Ive experienced twice on this issue. Im working in SG with my GF and she juz changed from Maxis to Celcom long before the Maxis hangat news. She juz started working in SG 2 months back and somehow realize her phone suddenly cant receive any calls or sms in SG. While we check in Melaka 2 weeks later, the lady told us her phone kena RM38 roaming per day for 3 days. Hence phone line was barred.

Weird.. I sensed something very fishy and then questioned her again. She told us usage was around 10kb each separate day..... We were very very unhappy.. but was rushing back to SG that day so had to pay up in order to get the line back to life.

After came back to SG, my gf din put the simcard in at all cos scared of the charges reoccur. But last few days due to banking needs, she had to turn on her Celcom line.... 3 days later, walaa...... Barred again. No making calls nor receiving calls... not even smses..

After checking with few friends, seems like this is a known issue for Celcom. and they only will waive it for you if you make complaints to them. Best part is, usually first call they will not waive it. Until u make complaints to CFM and SKMM, then only they tell you its a freaking KNOWN ISSUE, hence will waive for you.


Im not sure how many more of you here kena this before. But twice in 2 months does seems pretty bad shape for their system.

My friend that got his waiver after complaining to CFM, kena another time again right after.... *facepalm*

I dont have my gf's phone bill to show for now coz her acct login also being blocked. Below attached is example from my friend's bill. Always triggered at the same time, even got Russia data usage.. dono how the heck it came in...

could be due to VoLTE. M1 supports VoLTE. try turn off data and for voice select 2g gsm. might work.

to reverse the charges, reach out to cfm.

to avoid such charges again, remove the malaysian sim when crossing the causeway or use a 2g old school phone.

i dont care due to whatever kinda reason, they shud solve this issue bro. lots and lots of users are being affected. I canot tahan already juz come here to share this. My Maxis n Digi never give problem at all for these 2 years of me being in SG bro... why cant they juz solve it...

if you read other threads, digi and maxis are not immuned to this problem. malaysian telcos suck. that is why i use a foreign number to receive my banking tacs smile.gif

most malaysian banks can send tacs to foreign number. one notable exception is the tiger bank. avoid it smile.gif

Bro, my gf under First RM38 plan. i dono why so many ppl kena and some never kena. maybe that's why Siaokom is taking it for granted. As how Roaming was activated, firstly Data roaming setting in the phone is turned off. Then while connect to local telco for roaming sometimes manual selection sometimes auto. But most important thing, DATA IS OFF too.

Based on this https://forum.lowyat.net/topic/3901318, it is a known issue with 4g lte phones, and based on various post in this forum and others, the way it is handled varies with telcos and even different personnel within the same telco.

I guess the only way to handle this issue is to file complains with telcos, skmm/mcmc, and cfm. Until there is a permanent solution, it is best to turn off 4g lte on the phone or use 3g only phones or just 2g phones when travelling. And must remember to turn off data and roaming.

Switch to 3G/2G.

Its seriously super frustrating and best part is you cant even receive msg or calls when u are barred... we here working in SG canot even do online banking.. time to change telco for such stupid move, or juz change online banking to SG number instead... GRRRR

I am having the same problem! for my mum's phone with First 38 plan. She is staying in JB Tmn Johor Jaya but she did not travel to s'pore the days that celcom charged me data roaming. My friend who is working in Indonesia is also having the same problem. Can anyone advise the best way to get the charges waived? my friend tried arguing with the counter personnel at Blue Cube, but they insisted Wifi Assist will utilize the data even though data roaming function has been turn off. My mum is using xiaomi note! what kinda nonsense is this...

Have same problem with Celcom Xpax. Got charged ~RM50 when data is OFF.

Celcom refuse to entertain, so will complain to CFM.

Anybody has a good solution to prevent this happening? Travelling soon, and dreading it...

biasalah.. not telco issue, its due to the nature of your phone.

my method for smartphone:
turn off data, turn off roaming,
delete all APN entry, including mms

best way is to change phone to nokia 3310. can do banking with no worries
get yourself a umobile sim, unlimited data roaming in singapore for only rm10 a day!

Send to 28882. Will take few minutes to process. Keep the sent and confirmation SMS as proof.

Avoid sending at midnight - I sent at 1:03am earlier, and it responded with "failed for now", probably due to system maintenance period.

If still got charges after disabling, you can argue that "IR OFF" per the SMS.

I heard from Singapore telco effective April 2017 onwards, they will shut down ALL 2G network in Singapore.
In simple, even you bring your old school 2G phone to Singapore, you can't receive incoming normal message in the future time.

I think gomen should start investigating this roaming charges, like in europe. if not mistaken, they going to flatten charges within EU. at the very least, goken should take away the excessive profits these telcos are making under roaming arrangement. isn't the an act about businesses profiteering off sudden windfall?

If let say you want to turn off the international roaming for prepaid, sorry to say nothing can off.
Unless your credit balance only RM1 and roaming to other country..

Update

After filing a complain with CFM webiste, a week later, Celcom refunded my RM45. thumbup.gif

So they will listen if you keep keep keep pressing the buttons.

So I put on hold porting out to Maxis........

Incidentally, my phone salesman buddy suggested a partial solution :

Some models of phones have dual SIM slots; one of which will only work on 2G.
e.g. Lenovo etc.

So when overseas, pop the M'sian SIM card into the 2G slot. Can still SMS and receive calls
Then buy a local prepaid and pop it in the 4G slot. Use data on local network.
Or leave empty and survive on Wifi.

Time to change phone......
