Mild overclock is fine but due to hot weather, stock cooler might not make it, overclock doesn't bring a lot of performance improvement in gaming though FYI.

You can look for something like CM Hyper 212X/EVO.

Dual channel is slightly faster but not noticeable in real life usage, single stick is cheaper too, so just get 1 x 8GB.

Switch to Tecware Alpha then, add around RM 60, it comes with 2 front casing fans (intake) and 1 rear casing fan (exhaust).

It is a bit slow for photo and video editing, if you are patient enough then it should be fine, if not then you have to top up your budget to get better parts to cope with your requirements.

Get a better CPU (i3/i5) and upgrade the RAM to at least 8GB, GPU can be added later (if you don't have enough funds now) if the software you use is able to utilize GPU power to fasten up the operation.

Since mobo is still having response, I suspect it is PSU problem, your current CPU is still very strong and capable to run latest games without any issue, I would suggest you to bring your rig to a PC shop and borrow a PSU from the shopkeeper to test first, if the culprit is really PSU then just get a new PSU.

Not recommended to buy any new current gen GPU now because Pascal/Polaris (new next gen GPU from Nvidia and AMD) are coming soon in next couple of months.

Bear in mind if you are looking to run those games listed on high-ultra settings, you gonna need to go for GTX970/R9 390 and above, GTX960/R9 380 mostly able to run on medium-high settings for 60 FPS (1080p).

You are advised to get a better PSU if you are going to change to R9 380, and get the 4GB of R9 380 instead of 2GB one.

It depends on your requirements, if you need 20" inch FHD only then top up RM 50 for AOC E2180SWN.

Not all 620W model is able to support R9 390, but this particular model can, some cheap 600W PSU's are crappy which aren't advertising their real power, so you need to pick carefully.

Swap the i5 6402P with 6500, no point getting the P version of i5 since the iGPU is much weaker than the normal i5 (530 vs 510).

Which Z170 mobo and 600W PSU? Please be specific a bit, not all 600W PSU's are created equally, some of them aren't even advertising their real power.

And there is no R7 390 also.

PE4C isn't easy to find in local shop, you may need to search for it yourself.

Most likely you are able to get GTX950 (RM 700) + FSP Hexa+ 400W (RM 150) + PE4C adapter (price unknown) within your budget.

As mentioned earlier, it is hard to find it in Malaysia, most likely you need to do back to back order or buy from Amazon/Ebay etc, just do query search on 'PE4C' on the Internet and you will see which online stores have it (likely from overseas).
