Amiami doesn't underdeclare, but i can tell you, their customer service is excellent. 5 stars. That is still why i still go back to them for certain figure orders.
Regarding shipping fee in amiami, I asked for the figure box size because small boxes are actually very cheap to ship via amiami. if the figure is 24cm tall, that means the figure box is likely to be 28-30cm long, and the carton box at 30+cm long. That means it will likely fall between the 2700+/-yen range for EMS, 1800-2100yen range for registered SAL Parcel. Air small packet not available.
Now it boils down to the type of base and any accessories. Extra parts means bigger box and will drive up the postage to abut 3300yen from 2700yen. Since he said the figure is 0.5kg i suspect there's nothing much in the box, making the figure possibly fall in 2700yen range, or even lesser.
Figures with very small or thin boxes (usually sitting pose, or very simple pose), like Alter's yasuhara ema, Nishikino maki swimsuit, only costs between 1600-1900yen in EMS.
My Max Factory Ikumi Mito is 23cm tall, with extra parts, yet she cost only 2100yen EMS. So sometimes it depends how the figure company packages it.
Alter Kasugano Sora - 1/7 scale, 27cm tall including chair and base - chair is an accessory. Her EMS was 3300yen.
In Nipponyasan all EMS postages start at 2700yen regardless of size, making NY a bad choice to order figures that are small or cheap. They are the site to go for, for expensive or ecchi figures because the underdeclaring can help a lot. Worth paying the shipping fee to evade tax.
