MIRI: The state government is charting a new direction for the oil and gas industry through the gathering of the best brains under a non-profit group Suarah Petroleum Group (SPG).

The new think-tank — set up at the behest of Second Resource Planning and Environment Minister Datuk Amar Awang Tengah Ali Hasan last year —gathers engineers, lawyers, consultants, entrepreneurs, contractors and service providers in the oil and gas industry. It is regarded as an ‘invaluable body of knowledge and experience’ that the state government could tap into.

“The formation of SPG is timely and appropriate in helping the state government to chart a roadmap for the benefit of our future generation,” the minister said in officiating at the first annual general meeting (AGM) and launch of SPG here on Saturday

According to Awang Tengah — who is also Industrial Development Minister — the state is currently facing the impact from depressed global oil prices, such as reduced earnings as well as a decline in economic and employment opportunities.

He also highlighted the need to dispel the notion that Sarawak’s interest in developing its oil and gas industry was ‘distinct and separate from national interest’.

“I support the view of SPG that the economically-viable industrial development must be aligned to national interest. The rich oil and gas resources in Sarawak need to be exploited more equitably over the long-term so as to generate more economic multipliers for the state, as opposed to a predominantly ‘extract-and-sell’ strategy that has been implemented in the past.

“The primary ‘commodity approach’ is also not sustainable in the long-term and would weaken the national oil and gas industry.”

He also said despite the establishment of Asean Bintulu Fertiliser (ABF), there was still much room for downstream activities, as most of the oil and gas commodities were still exported in their raw forms.

Adding on, he said the recent approval for the setup of South Korea’s Huchems fine chemicals production plant in Bintulu indicated the state government’s seriousness in boosting downstream value-adding activities in the division.

“Bintulu has the necessary infrastructure, so we should look forward to developing it into becoming the petrochemical hub for this region,” he said.

Awang Tengah added that as part of the aim towards greater participation in the industry — both upstream and downstream — through more business opportunities, his ministry had set up Sarawak Oil and Gas Committee (SOGC) and Sarawak Oil and Gas Development Unit (SOGDU).

“Both entities would play the roles of advising, coordinating, monitoring and formulating policies to promote Sarawak’s interest and participation in industry development, as spelt out by Chief Minister Datuk Patinggi Tan Sri Adenan Satem who stressed that Sarawakians should not be happy just being ‘bystanders’ in such development.”

Meanwhile, Awang Tengah later announced the appointment of SPG pro tem president Hamim Yusuf and his deputy president Jamel Ibrahim as alternate members representing SPG in SOGC.

Earlier Hamim thanked Awang Tengah for his unwavering support for SPG since the very beginning, adding that the group was focused on helping the government on the negotiation for higher oil and gas royalties for the state, addressing the impact of low oil prices and ensuring holistic development of the industry.

The event was also attended by Assistant Minister of Industrial Development (Investment and Promotion) Datuk Julaihi Narawi.

MANILA, Philippines - The local subsidiary of energy giant Royal Dutch Shell is now finalizing the technical aspect of front-end engineering design (FEED) to finally construct its planned liquefied natural gas (LNG) terminal by 2017, a ranking official said.

Pilipinas Shell Petroleum Corp. is currently looking at the Batangas Bay area to put up a floating storage regassification unit (FSRU) LNG terminal, Shell Philippines Exploration B.V. (SPEX) managing director Sebastian Quinones said.

The company needs to iron out the FEED before coming out with a final investment decision.

Quinones said investors and shareholders of the company would only approve the project if there is a “good and viable plus-minus 10 percent estimate” on the total project cost.

“Probably, this would be hundreds and hundreds of millions again,” he said. “I don’t think (the final decision) will be this year. It could be next year.”

LNG is natural gas that has been converted into liquid for ease of storage or transport.

As supply from the Malampaya deep water gas-to-power project is seen to run out by 2024, building an LNG import terminal would help bridge the need until another gas field is discovered and developed.

Quinones said once the final investment decision is issued, it would take less that three years to build the FSRU LNG terminal.

“Energy projects like this takes a long time. Remember, Malampaya took a decade... that’s why we are already preparing for LNG as a fuel source to replace Malampaya,” he said.

“Hopefully, we can find something in between but now, it’s too late to be able to develop something that can replace Malampaya. So, to bridge the gap between that would require LNG imports,” the Shell official added.

Australia’s Energy World Corp. (EWC) plans to start operating its gas-fired power plant next year, which was originally targeted in December 2014. This project is part of the company’s $800-million LNG facility in Quezon.

First Gen Corp. of the Lopez Group earlier announced plans to start construction of a $1-billion LNG facility next year.

Power distributor Manila Electric Co. (Meralco) is in discussions with Osaka Gas Co. Ltd for a $2-billion LNG project.

With all these parties interested in LNG, Quinones said Shell is still open to partnerships.

“We are always talking to as many people as we can... We are all aiming to achieve an LNG facility,” he said.

Australia's Octanex N.L. reported Tuesday that its 50 percent owned Malaysian joint venture company, Ophir Production Sdn Bhd (OPSB), celebrated a key project milestone in late February with First Steel Cutting Ceremony marking the commencement of construction of the Ophir Development wellhead platform in Block PM305 offshore Peninsular Malaysia.

The ceremony was held at the Muhhibah Engineering (M) Bhd (Muhhibah) fabrication facility at Klang, Malaysia, where Muhhibab is fabricating the platform.

Octanex COO, Rae Clark, said "The 1st Steel Cutting Ceremony was a significant milestone for the fabrication of the wellhead platform and towards first oil for the Ophir development. The Ophir oil development project will transform Octanex from an exploration company to a production company."

Carimin Clinches Mechanical Services Contract from PETRONAS Carigali

Malaysia's offshore oil and gas support services company Carimin Petroleum Berhad reported Monday that its wholly-owned subsidiary Carimin Engineering Services Sdn Bhd has clinched a contract to provide mechanical services for PETRONAS Carigali Sdn Bhd on Feb. 24, the firm said in a filing on local stock exchange Bursa Malaysia.

The two year contract -- effective from March 2, 2016 to March 1, 2018 with an option to extend for another year to March 1, 2019 -- is on a call out basis with PETRONAS Carigali issuing the Release Order as and when there are requirements to perform the service.

Carimin said the total value of the workscope will depend on the duration of the services and cost related to the Project Management, mechanical services, materials and other related services.

PETRONAS Carigali is the upstream arm of Malaysia's national oil company Petroliam Nasional Berhad (PETRONAS).

Petronas threatens to quit LNG project in Canada

KUALA LUMPUR: Petronas, according to the Financial Post (FP), has threatened to pull out from its USD36 billion Pacific Northwest LNG project in northern British Columbia, if it’s not approved by March 31 by the Trudeau Government which recently introduced climate-change priorities.

The company has reportedly advised the government that it will not accept additional hurdles. Petronas has suffered multiple delays and setbacks including aboriginal and environmental movement opposition and has already spent USD12 billion so far on the project up to this stage.

Michael Culbert, the president of Pacific NorthWest LNG said in an emailed statement that he was currently in Kuala Lumpur where Petronas is headquartered and that he was unable to provide comment.

In an emailed statement obtained by the Financial Post, Culbert urged supporters to get family and friends to send letters to the Canadian Environmental Assessment Agency (CEAA) by March 11, when public comment period ends. “Our opponents have been sending their thoughts to CEAA. Have you told Ottawa why you support the LNG business in Canada?”

Another two dozen companies eyeing LNG exports have not gone ahead with their projects due to regulatory delays. There are additional concerns on rising competition from US LNG exporters, plummeting prices, and aboriginal and environmental group opposition. These companies include the AltaGas-led group working on the Douglas Channel LNG project and Royal Dutch Shell on a proposed terminal near Kitimat.

The big worry, according to FP, is that the government will continue to stall while Petronas burns even more cash on the project. Market conditions for LNG are already heading south, where proponents want to cut their losses and look at other opportunities. Petronas is in a joint venture in British Columbia with China’s Sinopec, Japan Petroleum Exploration Co, India Oil Corp and Petroleum Brunei.

The new federal Liberal government is toughening up environmental reviews of major energy projects, in line with its “international commitments to help reduce greenhouse gases”, and also “to regain the public trust.”

The project sits on federal land on Lelu Island near Prince Rupert. It received “a largely favourable assessment” from the CEAA last month. It also received the green light from the British Columbia Government in November 2014.

In January, the government announced additional assessment on “direct and upstream greenhouse gas emissions”. The CEAA, according to a spokeswoman, will look into the latest government position on greenhouse gases.

CEAA said in its draft report on the project that it may cause significant adverse effects on the harbour porpoise but concludes that with key mitigation measures, it is not likely to cause significant adverse environmental effects. The CEAA is now conducting consultations and will make a recommendation to federal environment and climate change minister Catherine McKenna.

A Petronas spokesman said that it was business as usual for the company and referred to a statement on February 29 by the company’s President and Group CEO Wan Zulkiflee Wan Ariffin stating: “As far as the Pacific Northwest LNG project in Canada is concerned, we continue to work towards achieving full FID. We are reviewing the draft report (of the CEAA) including the conditions.”

If Petronas quit Canada LNG project, we will losing the LNG market leader to USA as cheaper source. North America LNG shipping route to traditional Asian buyer is cheaper compare to Middle East and South East Asia LNG exporter nation, although Middle East exporter is willing to nose dive their LNG selling price to buyer.

Feed gas price at North America are cheaper to extract (citation needed).

Currently, ExxonMobil and Gaszprom is the LNG market leader & exporter.

Transocean delays five jackups at Keppel FELS until 2020

Offshore driller Transocean has reached a mutual agreement with Singapore’s Keppel Offshore & Marine to defer the delivery of five jackup rigs under construction at Keppel FELS until 2020.

Transocean ordered the rigs in a five plus five deal in November 2013 at a cost of $1.1bn.

The five rigs were scheduled to be delivered from 2016 through 2017, however will now be delivered in two and three month intervals beginning early 2020.
