If you look for Garage Sales, there are actually many sellers selling at ridiculously low price, you can buy from them if you dare to take the risk, need to beware of fake/stolen/duplicate key though.

Techview is located at Jaya One PJ.

I know i3 would be overkill for my usage.
What would you suggest for a system with i3 and budgeted at 2.3k + monitor + keyboard mouse and W10?

I'd say keep the Skylake because easier transition to new build since you get DDR4 don't have to worry about selling old DDR3 stuff, choose a 950 because anything after 950 should just jump straight to a 970 at this moment. Maybe use the extra money to get a better motherboard so in the future any upgrades just need to change processor.
