I never played FIFA before so I did a quick google, it seems like system requirements aren't high as I thought, so GTX750Ti should be able to handle it well.

Best settings as in maximum settings.

The games you listed aren't GPU demanding so I will concentrate more on CPU part since you use Adobe software (higher CPU demand in overall).

Since no heavy workload, get a non-overclockable build to save cost.

Skylake system freezing bug has been fixed by Intel and manufacturers are pushing out the patch via BIOS update so no need worry about it.

Continue with Haswell or Skylake?

That's third party cooler issue, get those with Skylake certified then no more worries.
