dont know whch block r u talking about but there is a link bridge on top floor to cross with each other on faci deck.

I means the residence from Tower E can access to Tower J and Tower H utilities ?

A TowerE card can only access TowerJ lobby and to Level L2A only(where the management office is). Can also use the jogging track there.

The TowerE card cannot access to the top floor for swimming pool/gym/link bridge/reading room etc.

The TowerE card cannot enter TowerH neither.
