Yeap, there is no strong evidence associated HTC can cause cancer. But at the same time, there is also no strong evidence to prove that HTC is totally harmless.
Therefore, to deal with something yet verified and uncertain, many institutes / government agency propose the avoidance/precaution when dealing with the HTC. For example, Australian government has recommended prudent avoidance policy and OSHA has set the safe distance guideline.

Nonetheless, if you buy for investment and would like to sell it, then you might need to face a risk of "convincing" the prospective buyer HTC is totally harmless, although most of the case people will use this "reason" to press the selling price..
Personally for me HTC is not a big issue in health, but totally an eyesore. Well, beauty lies on the beholder. Who knows some might perceive this HTC as the mini "Eiffel tower" instead..
