 East Klang Valley Expressway (EKVE), Property Booster in southeastern KV?

Following the approval from the central goverment to AZRB to commence the construction of EKVE starting from Feb 2015, a lot of updated info has been uploaded in the EKVE website, which including the realignment plan, DEIA report etc..

As being reported, the benefits of the highway includes:

- An effective traffic dispersal network for eastern Kuala Lumpur through direct connectivity to other existing highways e.g. SILK, LEKAS, AKLEH, DUKE and MRR2;

- Traffic dispersal scheme to ease traffic congestion along the existing MRR2, especially along the stretch between Ukay Perdana and Ampang;

- Catalyst for new developments particularly along Semenyih, Kajang, Cheras and Ampang. Furthermore, through to other highways, it will help to spur development along their corridors due to the connectivity to Kuala Lumpur City Centre and other strategic economic centres;

- Intra-urban highway providing convenient linkages for travel within the eastern and south-eastern end of Kuala Lumpur and between those areas and Kuala Lumpur City Centre;

- Alternative route for users of North-South Highway from Kuala Lumpur to Seremban (through LEKAS);

Wondering this highway will really boost the property development in the Southeastern of Klang Valley, such as Bandar Mahkota Cheras, Bandar Sungai Long, Kajang, Semenyih..

Any thought on this?

Update: EKVE starts the ground work of EKVE by 1st Sep 2015.

It needs MB Selangor's consent to degazette the forest reserve first before EKVE can start. Both environmentalists and AZ is lobbying him I suppose.

To be honest I think a network of BRTs for the major townships, connected to the almost complete MRT1 would be an even better boost for property. One each for Cuepacs, Suntex, CP+BTHO, BMC+Sg Long, Kajang, Semenyih. In my dreams lah. biggrin.gif

As we discussed before, the material required by MB actually already available, it just depends on his decision now..

Cheras roads already too congested, alternative route is an urgent need now..

I think buses should be available in future once the MRT is up.. But how many people really will use it will be very much depending on the how many people working around the MRT stations in KL...

I think the current phase does not include the stretch from ukay perdana to UIAM, means the Klang Gates Dam is untouched.

Furthermore, they also have relocated the ampang interchange to be 1 km away from Ampang water catchment area, which is used to be only 300m away..

Oic... Well, I think Klang valley currently is undergoing development, there are more and more place shall be developed... Sometime that's the price we need to pay if we want to ensure the sustainability of the development...

By the way, I think most of the traffic shall go out from the Ampang interchange, Ukay Perdana interchange should have relatively less vehicle I presume...

Read in the EKVE website that they are scrapping the Ukay Perdana - IIUM link, which means you are right to say traffic will be minimal at Ukay Perdana.

Anyway, the project hasn't even started yet. So, we don't even know if it will remain as a 'Proposed Project'.

However, after it was presented to the state government in March 2008, AZRB was asked to review it especially concerning stretches between Ukay Perdana to UIA (last 10 km) due to the sensitivity of its closeness to Klang Gate Dam and Taman Melawati residential area.

Site visits and meetings by technical committee members had resulted in the emergence of several options based on various reasons and constraints. (Please refer to Table 2 for the comparison of route from Option 1 to Option 8C)

Later in April 2010, state authority had agreed with the proposed alignment of EKVE with a condition that AZRB has to realign the Option 8 alignment by avoiding the quartz ridge zone and the Klang Gate Dam.

Finally in November 2010, the state government had agreed to Option 8C (modified Option 8 - using tunnel underneath quartz ridge and circumvent Klang Gate Dam). Unfortunately the option had incurred an additional construction cost due to the increase in highway length by 5 km (from original 35km to 40km).

As a result, the alignment was found no longer financially viable and the Federal Government later decided that the EKVE ends at Ukay Perdana only and termed it as Phase 1.

Meaning to say, it is very subjective. They may come up with phase 2, then 3......But believe that won't happen until the next decade. Haha.

Yeah, after the DEIA evaluation and financial constraint, I think the stretch from UK Perdana to UIA that will pass through the Klang Gate has been scrapped..

So those who wants to go to Karak Highway don't think will use this highway, it is more serving for residents in Southeaster of KV, such as kajang, Sungai long, Semenyih, Bandar Mahkota Cheras etc as an alternative route to commute to KL...

12 February 2015. With the ED, EKVE has fulfi lled all condition precedents set out in its CA of 13 February 2013 and is now able to commence works in developing and building the EKVE. With the commencement of works, the Group is on track to complete EKVE by 2019 thereby giving the Group a stable and recurring income stream from its newly formed Infrastructure Division of which EKVE will be part of.

The total estimated construction costs of EKVE project is approximately RM1,551,130,000."

It seems like the EKVE highway starting from Ukay Perdana to Sg Long, has branching roads to the right. There are no branching roads to the left eh..They may start thinking of branching left to Semenyih Nirvana area lor, coz during Cheng Beng very jam @ Jalan Semenyih. Haha Just saying! rclxm9.gif

Actually already have proposal on that... But so far no progress...

"(雪蘭莪‧萬宜3日訊)為解決前往士毛月區墳墓的交通阻塞問題,雪州政府將計劃聯同州公共工程局、士毛月區私人墳墓公司以及加影外環大道(SILK)公司興建一條新路,直接從SILK大道直通士毛月墳場區,預計耗資2000萬令吉。
掌管州地方政府、研究及考察事務的行政議員劉天球透露,州行政議會會議已通過在士毛月、雪邦及瓜雪徵用400英畝的土地作為墓地用途,以紓緩雪州境內墓地不足的問題。
“位於蒲種14英哩的首座火化場已竣工,4月1日正式啟用,因此州政府原則上是接納市民的建議,在以上400英畝的墳地規劃中興建一座火化場。"他於週日出席加影市議會與居民對話會後受訪時說,州政府批准了以上墳墓計劃後,卻遭士毛月區居民強烈反對,主要是因為當地已有多座私人墳地,再增加將導致當地交通阻塞問題進一步惡化。
他指出,雪州大臣丹斯里卡立認同居民的顧慮,因此計劃興建上述直通士毛月墳地的新路,避開使用靠近民宅的道路,紓緩當地的交通問題。

The bottleneck will be at Ukay Perdana and connecting to MRR2. Even though they widen the UP road, the bottleneck will still be bad at the MRR2 heading down to KL during peak hours.

Currently, the UP road is already jam all the way to mrr2 from 7am on working days.

Anyhow, it's good there's an alternative highway for folks living in sg long, kajang and semenyih to head down to Ampang.

Yeap, EKVE shall serve as an alternative for Semenyih/Bangi/Kajang resident to travel to KL city center..

The effectiveness we only able to know after completion. The stretch from Ampang waterfront till Akleh contains a lot of traffic lights, maybe problem in future.. sweat.gif sweat.gif

1. Jalan Sungai Lalang (at Sungai Lalang Industrial Area or near Nirvana Memorial Park).
2. Broga (near Nottingham University or future SP Setia project, Eco Forest).

This would make accessibility better for current and up and coming townships within the east side of Semenyih to KL/Cheras/Ampang via EKVE and factories in Jalan Sungai Lalang that will have faster access to KLIA or Port Klang via EKVE > LEKAS > SILK.

I hope the government does something about it.

Road directly connecting to EKVE should be hard, if can have a connection to SILK is already sufficient enough..

Highway on track despite initial setbacks

WITH only two years left until the completion of phase one of the East Klang Valley Expressway (EKVE), the framework of the highway is slowly taking shape.

Despite being delayed initially by objections from environmental groups and people living close to the site, the project is 25% complete and the highway is expected to be ready by September 2019.

EKVE Sdn Bhd senior general manager Mohd Khalid Mohamed said the highway would stretch 24.1km, from Sungai Long in Kajang to Ukay Perdana in Ampang.

“Most of it is constructed over undulating terrain or elevated land.

“About 35% of the highway in Package 1 is made up of bridges to ensure less land is taken up and to minimise damage to the surrounding areas. We are just taking strips (of land) along the way, ” he said.

Package 1 stretches from Sungai Long to Sungai Michu, while Package 2 will continue to Ukay Perdana. Package 3 will comprise the upgrading of Jalan Ukay Perdana.

Mohd Khalid said the company would build retention ponds along the alignment as well as silt fences.

“This is to ensure that any surface water runoff from the highway is filtered before being discharged into the river,” he said, adding that the discharge would be minimum Class 2, as instructed by the Environment Department.

“Supplementary measures include stationing emergency response teams (ERT) in areas of high flood risk such as Sungai Michu and Sungai Sub in Hulu Langat.

“We are monitoring this area together with the Selangor Water Management Authority (Luas) and Drainage and Irrigation Department (DID) as well as other agencies.

“Sungai Michu will be lined with concrete for 400m to reduce the risk of soil erosion,” Mohd Khalid said.

This comes after Luas has identified the construction of the EKVE and other development projects as among the contributors to water shortages in several areas in Kuala Lumpur caused by the deterioration in water quality of Sungai Langat earlier this year.

Heavy rain led to silt flowing into Sungai Langat through two tributaries, namely Sungai Sub and Sungai Michu, causing increased muddiness in the river water.

Mohd Khalid said EKVE was part of the missing link for the eastern region of the Kuala Lumpur Outer Ring Road (KLORR).

“KLORR was planned much earlier as a traffic dispersal scheme.

“For KLORR to be effective, the second phase of EKVE will also have to be completed from Ukay Perdana to the International Islamic University Malaysia in Gombak.

“We have submitted an alternative alignment to the Federal Government so that the KLORR can be completed.

“The previous alignment was rejected as it would be behind the Klang Gates Dam and the Quartz Ridge,” he explained.

The RM1.55bil EKVE will be a dual carriageway with toll plazas at five interchanges, namely Sungai Long, Bandar Mahkota Cheras, Hulu Langat, Ampang and Ukay Perdana interchanges.


Commenting on the degazettement and excision of part of the forest reserve, Mohd Khalid said it was carried out in accordance with the National Forestry Act 1985 and the forest area was replaced on a one-to-one basis.

“We bought over 120ha of land between the Ulu Langat and Ampang forest reserves so that it will be a contiguous area,” he explained.

The forest reserve is part of the Selangor State Park and was gazetted in 2005 in conjunction with its Developed State status.

In February 2014, the Selangor Forestry Department degazetted 106.65ha of the Ampang Forest Reserve for the construction of EKVE.

KUALA LUMPUR: The stop work order for the East Klang Valley Expressway (EKVE) site was lifted by the Department of Environment (DOE) on Dec 8.

EKVE Sdn Bhd received a stop work order under the Section 34AA(1)(b) and 34AA(2)© of the Environmental Quality Act 1974 by DOE director-general Datuk Dr Ahmad Kamarulnajuib Che Ibrahim on Oct 24.

Its senior general manager Mohd Khalid Mohamed said the stop work order was lifted with one condition, that they must stop earthworks near Kampung Felcra Semungkis, Hulu Langat, which was hit by mud floods recently.

“We only have to stop the earthworks at the area mentioned for the time being until the weather permits.

“However, our mitigation measures around those areas would still continue. This is to ensure that the areas would not be affected by any more mud floods in the future,” he told reporters at Menara AZRB here today.

He said mitigation measures to decrease the mud flow and expedite the flow of running water during heavy rainfall into the water catchments include building five culverts, which are underground sewage systems, along the EKVE and building dams to connect the clean water to Sungai Gahal.

Khalid added that they are also looking to deepen rivers at four designated areas at Kampung Felcra Semungkis and adding silt traps and sedimentation ponds at the necessary locations.

“We also had a meeting with the community living at Kampung Felcra Semungkis and have apologised to them on what has happened. I believe that it is our duty to ensure that mud floods should be avoided in the future as much as possible.

“We have also heard their views on what we could do better and I would like to stress that the local input played an important role in making our mitigation project flow better,’ he said.

He said several authorities such as the Minerals and Geoscience Department, Kajang municipal council, Malaysian Highway Authority and DOE have visited and conducted checks at the site.

Khalid also announced that the overall EKVE project is nearing 35 per cent completion with a completion date of 2019 while the earthworks will be completed in six months.

EKVE Sdn Bhd, a wholly-owned subsidiary of Ahmad Zaki Resources Bhd, is the concessionaire for the project which involves a proposed toll highway connecting Bandar Sungai Long, Kajang, and Ukay Perdana, Ampang.

I went Sg Long yesterday, near the end of Taman Desa Budiman, there's a rough road leading up to the hills. Would this probably be the road leading to EKVE?

I stay near by teratai and I only sae SUKE construction work.. wonder where is the Ekve construction site near by Ampang..

RAM Ratings has reaffirmed the AAA(bg)/Stable rating of EKVE Sdn Bhd’s (EKVESB or the Company) Guaranteed Sukuk Murabahah Facility of up to RM1,000 million in Nominal Value (the Sukuk). The rating reflects irrevocable and unconditional guarantees extended by AAA-rated Maybank Islamic Berhad and Bank Pembangunan Malaysia Berhad. EKVESB is the concessionaire of the East Klang Valley Expressway (EKVE or the Project or the Expressway) – a 36.16-km closed-toll system which will start from Sungai Long in Kajang and terminate at Ukay Perdana in Ampang – under a 50-year concession agreement (CA) with the Government of Malaysia (GoM).

The construction of the EKVE continued to face delays owing to setbacks in obtaining site possession and weather-related issues. This had necessitated the submission of a third construction work programme (CWP), which was approved by the Malaysia Highway Authority (MHA) in September 2018. Simultaneously, EKVESB was granted an extension of time of 315 days, with a new completion date of 20 July 2020 (previously 9 September 2019). While the Project is expected to be completed within the RM1.55 billion budgeted cost, we have factored a six-month delay into our sensitised cashflow projections, with a 5% cost overrun. Should this occur, EKVESB’s sole shareholder, Ahmad Zaki Resources Berhad, has undertaken to cover any potential cost overruns to enable the Company to meet its financial covenants, and to assist the Company in honouring its financial obligations under the Sukuk.

Incorporating construction and traffic-related risks into our sensitivity analysis, EKVESB may need to refinance its financial obligations by 2021 in the absence of financial support from its shareholder. Excluding construction-related sensitivities, however, the Company is expected to refinance its financial obligations by 2022. While EKVE will complete the Kuala Lumpur Outer Ring Road road network and provide better connectivity for north-south traffic in eastern parts of the Klang Valley, its traffic volume will remain subdued, in our view, given high initial toll rates as well as competition from the Sungai Besi-Ulu Kelang Expressway (which is under construction) and Klang Valley Mass Rapid Transit Sungai Buloh-Kajang line.

As with most concession-related projects, the Company is exposed to regulatory and single-project risks.

damn, almost a year delay. So this EKVE final stop at sungai long??

They have no intention to extend it up to semenyih? broga?

At least want to go KL don't have to go through cheras anymore, traffic jammed almost all time xD

They should connect EKVE to Semenyih Sg. Lalang Industrial Area or Zone (near Yokohama factory/near Villaraya Industrial Park/near Semenyih High Tech 1,2,3,4,5,6 Industrial Park etc.) and Broga with direct link to SUKE and DUKE in KL and PJ, and the planned parrallal highway to SILK linking Semenyih with Putrajaya/Cyberjaya/
Puchong/KLIA. EKVE should be completed between Semenyih and Rawang.

Also possible if EKVE have direct link to MRR2 and Kesas highways.

A direct link from Semenyih to PJ highways is needed to ease going to work in PJ by Semenyih residents. This probably can be done with an elevated highway.

will it be faster if from BMC/SG.Long taking EKVE to Bukit bintang to work ? I take some calculation of total KM it's way longer with about near to 40KM from BMC compare to taking the usual cheras kajang highway that is about 23km.... can Kajang lets said from Semanja access easily ?

Cause Malaysian still prefer to drive than taking public transportation not to mention those station are distance away from housing area with inadequate accessibility by public transportation. Long way to go before we can achieve greater ridership

Can't see significant progress since May, for the past two months only notice they done the earthwork and drainage at the other side, you can see it when you drive from kajang to SG long.

Not sure about the overall progress for the whole project.

Don't think so, I using kajang silk everyday. As of this morning, there is still no any sign of construction movement at the site near to twin palm, it has been dormant since May until now. Grass also grow out d 😂

This ekve is really a bad idea. Permanently scarred our forest and animals.

24 km from twin palm to exit ekve and another 12km via suke and akleh to klcc. 36km and 5 to 6 tolls? And this is only to KL.

If PJ.....back to CKE unless u want to pay toll from akleh to duke and penchala.

This wont solve issues for Ecohill/eco majestic folks. They will still need to use silk or connaught highway.... which is already bumper2bumper. 5 years?

Why is connaught or cke congested adlmidst mrt? For every mrt station 2 or 3 condos will be built by cronies next to each station. More condos in the 5km vicinity.

Buy properties near mrt. Mrt is the future. We are heading towards congestion woes like in Phil Indon Thai. 2 to 3 hrs to go to work. One way.

Finally can see one excavator today after the site was abandoned for almost half year.... Don't know it is for maintenance or the construction will be resumed soon.

Actually early this year already can see Twin Palm there got 3 condo projects start together, one is high dense rsku. Think all prepare for this ekve.
