I ad call Maxis and they admit there is issue with high latency and rectify is still going on, so just be patience and let them do their work.

Yup, u r correct. there is no 100% perfect ISP.
Just be patience and it will eventually solved one day. Yes, maxis use unifi backbone.. Maxis and unifi actually signed agreement partnership.
