The current ROF on cruiser at T10 is 10 sec. Pretty fast for me alrdy . With the exception of Des Moines 6 sec.

is the cleveland shell velocity really that slow before 0.5.3? i have to lead my shots very very ahead because the shell travels in a arc and its very slow

good for firing over island but not in a close fight

It is that slow. At range of 15km it will take 9-12 secs.
Probably due to the shell weight.
