I had 2 outbreak before and I use black out method to get rid of it. First, clean the hair algae as much as possible manually, do a WC and then cover it pitch black for 3 days (no nutrient dosing, no co2 and no light). After 3 days, do a WC, dose nutrient, excel (if you have), run co2 and turn on light (6hours) normally for 3 days. Observe if hair algae receded, otherwise repeat the same steps again.
From my experience, blackout works like a charm. After the 3 days black out, you should also see crystal clear water and glass. This method is effective for green spot and green dust algae too.
