Yes, Seasonic M12 II Evo 520W has more powerful +12V rail comparing to most 500W PSUs.
You can get Leadtek GTX970 Hurricane at RM1169 from Techview. Xeon is definitely hot. Use that excess money for Coolermaster Hyper 212X.
