No. It won't run for two reasons. 1) WP8 is a ARM device and doesn't use x86/x64 compatible CPU, so it can't understand the normal .EXE file. (WP8 App file comes with extension .APPX) 2) Unless your phone is connected to a Live account that has active developer license (hence unlocked), it won't run applications that's not signed with Microsoft's special e-cert.

What I am more concern is will all 8.1 user get free upgrade or not.
I got 2 copies of win 8.1 pro, with another standard win 8.1 coming. I am going to be piss if upgrade need to pay.

and nobody forces you to upgrade
well, at least not until they make Windows 8.1 obsolete few years later
although in those years of using it you should be able to fork new money to afford new version of Windows
now that's Microsoft
