They're totally different. Scaling is a usual teeth cleaning using a device or instrument called scaler, it can be a manual hand scaler using hand or a ultrasonic scaler that emits vibration.
Why do you do scaling, as we eat, plaque gets formed on our teeth surfaces, like after you eat, you scrape your tooth using fingernails, you get like whitish slimy stuff on your fingernail, thats plaque.
Therefore we brush our teeth to remove the plaque, but most time, we dont brush our teeth with the correct method and dont floss, so these plaque stays on our tooth surface especially near gum line
in 72hours, these plaque will harden to form calculus or tartar, and these tartar cant be brushed off no matter how hard you brush.
so you need to go to a dental clinic to perform scaling which is to remove the tartar.
What happens if you do not remove tartar? they'll harbour bacteria can cause damage to your supporting structure of the tooth eg bone, gums. and eventually cause bone loss and tooth become sensitive and loose. This will not happen in 1 or 2 years, but on a long term basis.
Coming to Whitening.
Basically as the name is. Whitens your teeth.
How its done, a scaling and polishing is needed prior to whitening. Because a chemical will be applied on your tooth to whiten it. So your teeth needs to be absolutely clean before doing it.

Scaling can be 80-300
Whitening usually 1k+ due to high demand.
My advise is look for a newly opened clinic, they usually have promotions and offer lower prices as they're just starting. If you feel comfortable with the dentists and the place, eg they're providing you information and being transparent, you've got yourself a great dentist
