temporary. it is a authorization to verify you are the owner of your credit card.

Yes the 1USD is verification fee and will be refunded later

The Mi3 i bought on 20th May status Preparing for shipment, while PB i bought on 21st May status still payment received.

The "Shipped" not really ship lah, inside still preparing for shipment, i suspect they wanna wait till all the unpaid order clear first & ship in a single delivery, Xiaomi should have shorthen the payment time to 6 hours, so those just wanna kacau2 or zero risk scalpers cannot simply order without payment.

xxx, xxx, xxx Kuala Lumpur,Kuala Lumpur xxxxx-xxxxx

unless they don't know which country KL belongs to
