Hmm, coil whine caused by too high frame rate? Had some on my own 280x too, usually just happens when game just startup, not too annoying.
Ah, forced Vsync on and no more sound
Yes, usually happened when the FPS reach over 90001000. Most of the time happened at loading screen/menu. 3DMark13 Ice Storm test also will generate more than 1000 fps on mid range desktop GPU.

limited the fps via riva tuner, its okay for now, still got some buzzing sound on the card when full load, still on acceptable level, my previous asus dcu2 680 and current 780 lightning had 0 issue on these need to tune best setting for this card

Coil whine on GPU usually when the FPS is too high, and very often occur at loading screens (3-digit FPS highs). May continue a few seconds post-loading screen as well.
its freaks me out at first, almost like a steam machine inside the system

but after investigation by my own...... i found it got 2 ways.. one well like you always happen same as youtube show the 2nd one from over stress choke.. plus it more wiredo sound like beep-beep error ... ...previous i found on GTX 780 and* R9 290x well 1st i think normal.. but.. since it borther me about 3 day cant get full sleep becoz think of it.... crank up the card.. do some testing...
*bedah 290x put some sensor on critical part vrm 1st .. 2nd vrm .. choke ... and back side mid core gpu pcb
found when temp choke reach up 9xc the sound it come out like ghost.. do more testing... push more .. i not sure it hit what.. mybe** 119c kot... artifact say helo
*since that time i watching temp of vrm.. scare like hell .... it reach up almost.. 98c.... dem... few minute later... tataaaraaaaaaaaaaaaa BLANK SCREEN come out...
hmmm, done some tweaking on the r9-290, l cant seem to make constant boosting at a fixed clock speed, it goes up and down all the way, l'm missing anything?

l screw the coil whine 280x with feiton and change it into gigabyte 290 windforce
you also got the coil whine? mine crash when doing the benchmark(straight bsod), they said my psu got not enough juice(which i don't blame them if it's true) but tested again with 1000w power unit same thing happened again , tested other batch also got problem in the end had to settle with 770 . I was tempted to get the R9-290 (unigine heaven benchmark was great) but don't have enough money that time to buy a more powerful psu

yar the power color 280x which they promo it at rm799, l must say, its somehow quite jerky the GPU, l'm happy with this 290, identically with my 780, only issue is l cant get it boost on fix clock
I'm using Powercolor PCS+ R9 290 4GB GDDR5 at end of April 2014. This card giving me a nightmare...It is frequently black screen and pop up driver crashed and recovered message. Tried many suggestions from google but no luck...I have tried 14.100.0.0 (stable) and 14.200.0.0 (beta) drivers still facing the same problem. Anyone experience the same? Hope can share me some guide. Thanks.

By any chance a few of those BSOD occurrences happen when you're using Flash? Youtube etc.

I had the card tested on my rig using the 1000W psu(SF Leadex) . And it ran fine in Unigine Heaven. I assume you bought it from feiton coz they're the only supplier here who sells PowerColor product. If possible bring your rig there and let them test it out. Before going download Unigine Heaven and install it in our pc. Later ask them to run it when testing the gpu.
