There is a free trade agreement between the two countries hence tax free for goods going into Singapore. Amazon went further to provide free shipping treating Singapore as if it is located within the USA so mostly whatever that is "Ships from and sold by Amazon.com" will be eligible for free shipping to Singapore. For ClickBrick, you can just show your passport to the cashier and purchase over ¥10,800 worth of products to be eligible for tax free. This is the case for ClickBrick Venus Fort but not ClickBrick @Mitsui Outlet Park. For other places like Bic Camera or Yodobashi Camera, there is a tax refund counter within the same building (maybe on another floor) to claim back the tax amount.
