Certain items export from China there will be so called sensitive item (in mandarin term), actual english term im not sure, afaik items like drill machine, pump which consist of motor, liquid, battery etc is subject for sensitive item charges.

if you're the type that still love the pen (like myself actually), then really have to think hard.

in term of performance? my note 3 showing a weird behavior lately..the display turn green for 3-5 second.it happen once or twice in a week.thinking to sell it before something worst happen
