Common trick by developer, so they can escape the HDA.... Without the need to get license, advertising permit, better control over the money paid by purchaser, etc...
In SPA, it is an office. But what is stopping u from converting it to a residential unit??
Things are, you are not protected under HDA. 'coz the government think that u are buying an office unit, either for own business or investment, you should be wise enough to protect your own interest. If anything happen, and you found out that SPA is in favor of the developer, that's your problem. Furthermore, SPA used is not the standard agreement controlled by HDA, the developer can put in any clause as they like...

Another good option will be VivaHome. Not to far away, at least traffic condition is bearable. Not many people there also, parking is easy to find. But no for shopping, and choice of F&B also not good enough.

Too bad for VivaHome. They did a commendable job refurbishing and yet it is still not up to expectation in terms of traffic. A case of bad Feng Shui perhaps.

Long ago, it was called UE3... due to its bad traffic flow design.
