I am rather new here, and not really a Pro in rig...
But I believe most will suggest as below,

CPU - i5/Xeon/i7 (600-1k++)
GPU - AMD R9 280x/290 (1.1k-1.5k)
PSU - 600w 80+ gold (SuperFlower Golden Green 600W) and above (300++)
MOBO - H87/Z87 (400+)
RAM - 8GB (230+)
HDD - 200+
SSD - 300+
Casing - 200+

SSD/Casing is quite subjective, you can forgo them and add some extra performance on GPU or CPU. If overclocking then adjust the budget to MOBO and PSU.

non gaming, just for surf internet and doing office job.
gonna buy it for my dad

Total for the minimum is around 1.35k.

The extra budget can be used for getting a better casing, mobo or add ram till 8gb (IMO, 8GB too overkill...).

Also, for OS?

BTW, for an office PC and 1.5k budget, you can get a Dell, preinstalled genuine OS + less hassle if anything gone wrong (though, no SSD in prebuilt at 1,5k price).

Is it a bundle PSU or a seperate PSU?Can you tell me what's the manufacturer and it's model?
If you can also try to sell your current cpu so you'll get better cpu and gpu

No your mobo doesn't support AM3+ only AM3, there is a difference so be careful

for RM600 it's a tight budget, and with the PSU unit being bundled with the chassis I'm thinking that it's a low-powered unit as well... and your RAM seems insufficient for todays' standard... lotsa areas to upgrade if you ask me..

IMHO the best would be to leave the CPU alone for now and upgrade these, you'll get the goodness of a dedicated GPU and better power delivery as well as enough RAM to do tasks.
