Playing games can definitely run but probably a mid - high setting at most without lag, good t see you have re-useable parts and yes an i3 will suffice in this case

Seems pretty ok actually. The specs is roughly on par with what I proposed earlier. For PSU, you may actually opt for the cheaper FSP Hexa, but it's entirely up to you.

Sifu can still reduce it? I think i wanna keep the i5 proc.

Another question is that i have extra HD6950 which can unlock to HD6970. Will it be better than HD7790?
Should i give it to him instead of buy the 7790.

for sure the HD6950 is faster, HD7790's performance is right about the HD6870
