Nope, if it is hot/warm air coming out of your air-cond (even after having turned your air-cond settings to cooler settings) then I'd recommend for u to get it checked by an air-cond specialist.Based on my own and friends' experience..the few advantages of wrapping the air-cond hose would be:
1) air-cond air cools the car faster (this also depends on the UV Tint Film which you use).
2) instead of turning to 21C~23C (i.e. Air-cond temperature degree setting), they now keep the settings between 22C~23C.

Sounds like the brake pump of your vehicle is not working properly OR you may have a faulty brake hose..I called up a few SC but they don't attend to matter like these on weekends. Such a hassle.
It could also be due to damages to your brake pistons, but not so likely because it would require at least 2 or 3 or all 4 brake pistons to be at fault in order for your brake pedal to act this way.
Then again, it could also be as simple as your brake pedals getting stuck to an object at your footwell (e.g. car mat/carpet, ladies shoes, water bottle, etc.).
I know it sounds stupid to some ppl, but sometimes it really is the cause of the problem...just saying
