Intel HD IGPU can handle all the movie / video watching for your dad.
He can make do with Intel Celeron CPU. If he open lots of tab when surfing, make sure the laptop has min 4GB RAM (8GB is ideal). 4GB RAM stick ~ RM100.
The lag, if any, that he is going to feel may come from the slow HDD, which you may upgrade to SSD when you have more budget. (SSD 256G ~ RM600).
