I give u an example, this guy is literature graduate, but they put him in unit kewangan which will receive the peruntukan, even in october he received a lot of money with an open heart..if you are gov servant, u know our month per year is only about 10 to 11 month..but when the peruntukan is not spend correctly or not finish, the spender will be charged, not him.. because the literature guy know nothing about project or technical..
If you think the DPA or cadet is enough for u to gain knowledge, u just bluffing ur self bro..
I'm not saying you are wrong. But times have changed. Nowadays most ptd's have economic or engineering background. Some are even lawyers. Of course you don't have the fiery character from yesteryears coz PTD's have been trained to be yes-man to political masters, which is something that should change.
Back to your question on kewangan related matters, i believe anyone can learn the TI if given time. Even an SPM holder can master the circulars. You don't need to have an accounting or finance degree to follow circular rules. Same goes to logical project management, u dont need an engineering degree to have common sense.
Moving forward, PTD is still an attractive scheme due to the perception that naik pangkat fast and conquer all top post.. However in reality, its not true now and even the pay scale shows that PTD is just one of the many schemes in the government service. Nothing to brag or be proud off.. Once u masuk then you will know the reality. For me, if you have the drive to work hard and can socialize, better to work in private sector.. more prospects and opportunity.
