What you need is an amp on top of the DAP. But it depends on your preference, i'm sure it's sufficient to drive the Pandora well alone, but driving it to its full potential is another story.

you are missing the point here. for your Pandora, the consideration has nothing to do with the output resistance of either 3 or 20 ohms. it has to do with the power output
