Also, Panasonic's current implementation of high ISO is quite sucky and looks upsampled and blurry compared to Canon's ISO800 and Fuji's ISO1600.
I got my resolutions from
http://www.dpreview.com/news/0602/06021404panasonicfx01.asp so even if it was 4:3 being cropped, 4:3 still has more pixels per picture!
It's the Panasonic LX1 that can do this:
3840 x 2160 (16:9)
3248 x 2160 (3:2) - the 3:2 is cropped!
It also has full manual capability!

Sadly, it's limited to ISO400.
For consumer digicams:
Auto - can only set Flash on/off and timer
Program - can set ISO, White Balance, and finally EV. It picks Shutter and Aperture automatically based on ISO and EV.
Aperture - can set ISO, White Balance, EV and Aperture, picking Shutter based on Aperture, ISO and EV.
Shutter - can set ISO, White Balance, EV and Shutter, picking Aperture based on Shutter, ISO and EV.
Manual - can set ISO, White Balance, Shutter and Aperture. EV cannot be set as it is a combination of ISO, Shutter and Aperture. The camera will warn you if it thinks the exposure is wrong, but it won't persist and fix your settings for you.

In cameras without manual exposure modes (Aperture, Shutter, Manual) the Program mode above is known as Manual. However, some Sonys have Program and Manual, but without Shutter and Aperture.
