i just restored my iphone 3gs and updated to official ios 6.1,and my phone is not local set, now is needed to activate,does it need sim card from not-local to activated it?

Anyone know any SIRI tweak to enhance the use of SIRI? Not like those on/off wifi. What I want is those like open gps and navigate, search around malaysia for foods/places/atm/petrol stations.
Any recommendation? Felt wasted that I use SIRI for set alarm.  |
