Is buying air tickets thru Expedia in RM considered local purchase or foreign? If in local RM does it attract "cross border fee"?

Now I understand why sometimes the amount charged to credit card is higher.
SCB charged a fee for airbnb and sometimes when groupon used a foreign gateway, CIMB charged fee too. |
